Those were the words of sociologist and environmental activist Joseph Sirico in his 1994 book "The Threefold Work," which was published two years after the Earth Summit in Rio de Janeiro.
"EarthSummit-inspired activists' approaches to the environment in the early 1990s focused mainly on fighting for climate stabilization through a system of binding commitments," according to a new study published in the journal The Sociological Quarterly.
These pledges were international and mostly centered on curbing carbon emissions.
Environmentalist proposals focused on addressing the problem of global poverty
"For the next two decades, the EarthSummit-inspired movement focused on ending poverty through funding and policy strategies. A new generation of activists was reshaping the environmental movement's agenda and its constituencies," the study's author, Camilla Toulmin from Harvard University, writes.
The changes began in the early 1990s, and particularly in Latin America, where grassroots movements were emerging that focused on addressing the problem of global poverty.
The most prominent example was the Zapatista movement in Mexico, which grew out of a group of indigenous people who had joined the "global resistance" to neoliberalism. This included what's known as the Alliance of Social Movements and the Citizen's Movement.
Subsequently, other movements followed, particularly in Ecuador, Nicaragua and Bolivia.
New movements focused on climate stabilization were forged in the early 2000s
These movements often included NGOs and embraced similar principles.
"These movements explicitly rejected the EarthSummit strategy of advocating binding global agreements, as that would undermine democratic participation and decision making," according to Toulmin.
